Sparda's best performance?

He's been playable in Devil May Cry 1 and 3.

Which game do you prefer to play as him in?

I prefer Devil May Cry, because he starts with both Force Edge and Yamato, which allows him to Devil Trigger right off the bat, and gives him access to the Sparda Devil Arm while in Devil Trigger.

When I play as him in 3, he just seems stripped down from that.

Devil May Cry was easily his best.

Devil May Cry 1, although Super Sparda Mode in DMC3 SE was fun.

I hate to be a rebel, but Super Sparda mode in 3SE KICKS ASS. Sparda+unlimited Devil trigger=LEGENDARY WIN!!
